or &#8220;More of the Same&#8221;?"},"content":{"rendered":"<p><a href=\"http:\/\/srta.org.uk\/wp\/wp-content\/uploads\/2014\/08\/sevenoaks-acs-02.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-718\" src=\"https:\/\/srta.org.uk\/wp\/wp-content\/uploads\/2014\/08\/sevenoaks-acs-02-300x224.jpg\" alt=\"sevenoaks-acs-02\" width=\"300\" height=\"224\" srcset=\"https:\/\/srta.org.uk\/wp\/wp-content\/uploads\/2014\/08\/sevenoaks-acs-02-300x224.jpg 300w, https:\/\/srta.org.uk\/wp\/wp-content\/uploads\/2014\/08\/sevenoaks-acs-02-1024x768.jpg 1024w, https:\/\/srta.org.uk\/wp\/wp-content\/uploads\/2014\/08\/sevenoaks-acs-02-400x300.jpg 400w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>Southeastern have <a href=\"http:\/\/www.southeasternrailway.co.uk\/about-us\/latest-news\/southeastern-awarded-new-contract-to-continue-operation-of-train-services\/\">announced<\/a> today that the Department for Transport have awarded them a further contract to run services until June 2018.<\/p>\n<p>Our\u00a0initial analysis shows that there is little new for rail travellers from the Sevenoaks area.<\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>There is a promise of \u00a34.8m of station improvements and a &#8220;deep clean&#8221; of all stations by September 2015, so it will be interesting to see whether anything is done to improve Bat &amp; Ball about which <a title=\"Footbridge at Bat &amp; Ball needs some TLC\" href=\"http:\/\/srta.org.uk\/wp\/posts\/713\">we wrote recently<\/a>.<\/p>\n<p>The Sevenoaks Rail Travellers Association has pressed for improvements in passenger information, especially during the <a title=\"New Timetable from January 2015: SRTA Vice-Chairman on BBC Radio Kent\" href=\"http:\/\/srta.org.uk\/wp\/posts\/654\">disruption caused by London Bridge rebuilding<\/a>. \u00a0There is a promise of &#8220;<span style=\"color: #182b49;\">170 more customer service staff at key stations throughout each major timetable change to help passengers with information and provide advice on alternative travel options&#8221; &#8211; perhaps an acknowledgement of how serious the problems are going to be. \u00a0However this does not address the fundamental problem of getting accurate information <strong>to<\/strong> the staff at the station. \u00a0One report says that they will be issued tablets &#8211; but <a href=\"http:\/\/web.archive.org\/web\/20151016110639\/http:\/\/www.corethree.net:80\/news\/2011\/july\/southeastern-trains-entrusts-corethree-for-mission-critical-data-distribution.html\" target=\"_blank\">they have already been issued Blackberrys<\/a> and this has not made\u00a0much difference. \u00a0It also reveals an old-fashioned view of how many passengers would prefer to receive information &#8211; these days <a title=\"Passengers switch to the Internet to get information\" href=\"http:\/\/srta.org.uk\/wp\/posts\/283\">many people prefer to get information through the web<\/a> and social media. \u00a0There&#8217;s no mention of any measures to ensure\u00a0accurate and up-to-date information is on Southeastern\u00a0website and social media &#8211; or even investment to make sure that the website works at times of severe disruption when people most want to use it.<\/span><\/p>\n<p>There is a commitment to &#8220;work with&#8221; TfL to extend the Oystercard area to Dartford and Swanley, but no commitment to do so for the Sevenoaks area. \u00a0Oyster would of course have been a feature of the <a title=\"SRTA writes to Kent Council on London Mayor\u2019s Proposal\" href=\"http:\/\/srta.org.uk\/wp\/posts\/129\">London Mayor&#8217;s proposals to extend the Overground to Sevenoaks<\/a>.<\/p>\n<p>There is also no mention of introducing smartcard ticketing or <a title=\"Automatic refunds for delayed commuters \u2026 but when on Southeastern?\" href=\"http:\/\/srta.org.uk\/wp\/posts\/695\">automatic refunds for season ticket holders<\/a> which was a feature of the recent c2c franchise renewal.<\/p>\n<p>There&#8217;s a puff about Southeastern&#8217;s &#8220;record of achievement&#8221; since 2006 &#8211; curiously missing the &#8220;achievement&#8221; of having the lowest level of customer satisfaction in the National Rail Passenger Survey and the second least trusted Train Operating Company in passenger ratings for Trust in <a href=\"http:\/\/www.passengerfocus.org.uk\/research\/publications\/passengers-relationship-with-the-rail-industry?\">the recent report from Passenger Focus<\/a>.<\/p>\n<p>Southeastern boast that passenger numbers have grown by 32% since 2006. \u00a0However, with the costs of the railway largely fixed &#8211; the trains run nomatter how many people are in them &#8211; and with fares rising by more than inflation, that means that profits should have increased substantially. \u00a0That&#8217;s one of the reasons why SRTA thinks <a title=\"\u201cWe are due a fare cut, not a rise!\u201d \u2013 Tony Clayton speaks out on 2015 rail fare news\" href=\"http:\/\/srta.org.uk\/wp\/posts\/680\">we should have a fare cut, not a fare rise, this year<\/a>.<\/p>\n<p>In her <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/353258\/southeastern-da-letter.pdf\">open letter to Southeastern Rail Passengers<\/a>\u00a0Rail Minister Claire Perry pledges that there will be &#8220;a very clear, frequent and transparent level of reporting on how much progress is being made&#8221;. \u00a0 We have asked the Minister how this squares with DfT&#8217;s agreement to Southeastern&#8217;s request to scrap the regular &#8220;Stakeholder Forum&#8221; which was an important mechanism for local groups to hold Southeastern to account.<\/p>\n<p>DfT also mention &#8220;t<span style=\"color: #0b0c0c;\">ough performance targets [for]\u00a0passenger satisfaction and train punctuality across [the] network&#8221;, but there are no details of what these targets are and whether they are really tough.<\/span><\/p>\n<p>All in all, it is hard to see what the DfT negotiators have managed to gain for passengers in return for giving Southeastern another four years&#8217; contract without competition. \u00a0The <a href=\"https:\/\/www.gov.uk\/government\/news\/new-deal-to-boost-rail-services-in-london-and-the-south-east\">Rail Minister Claire Perry says &#8220;<\/a><span style=\"color: #0b0c0c;\"><a href=\"https:\/\/www.gov.uk\/government\/news\/new-deal-to-boost-rail-services-in-london-and-the-south-east\">today marks a fresh start for the South Eastern franchise&#8221;<\/a>.
